It's part of the character play: officially she tries not to cross the seiso line, chat teases her about it, she slips once in a while (sometime on purpose, sometime without planning it) , so chat goes wild (for comedy sake) ~ then she tries to deny it ever happened, chat goes "we saw what you did, we were there!", she come with some creative excuses and blame shifting, chat has a good laugh at all of these, then it's mutually agreed that everyone move on with the show.
It's also necessary to keep the lewd to a lower level because Gura is the first gen flagship for HoloEN, pretty much how Sora was the first flagship for HoloJP.
It's like the "idol" thing with Hololive, it's an inside joke that makes the "yabai" moments interesting in terms of character dynamic – just compare it with the hordes of western EN vtubers who constantly bring up sexual stuff on stream to lure a horny male audience: rapidly the yabai become dull because it's overused.
Compare that with A-Chan at Hololive: the most seiso of all, diligent and reliable, the face of the company – then on a stream she can't hold back when Miko misuses the NTR tag in the most normie way, so A-Chan basically takes the mic and clarify what NTR (the tag) means (Ne To Ra re), how it is different from "Ne To Ri" (the complete opposite of NTR actually, in terms of genre), or how it's different from the general "cheating". Only someone with an extensive culture of hentai (manga, LN, games) would know this, let alone care about it. – have the prim and proper character show some lewd or sadistic behavior
– have the lone, scornful character start showing empathy and helping other characters
– etc…
