What's in a lot of brands hot cocoa mix is essentially just non-dairy coffee creamer, no proper milk powder (maybe in fancier brands but I haven't personally seen it), so if you want the taste of the mixes for cheaper, buy straight cocoa powder and mix it with powder non-dairy coffee creamer and sugar. I usually just go by taste each mug, but if you get the ratios right you could make your own 1 step hot cocoa mix.

Also good to add a pinch of salt, Cayenne and cinnamon. Cinnamon's a no brainer, salt is a flavor enhancer and that cinnamon and cocoa will taste a bit more potent without actually needing to add more of it, and Cayenne is spicy but utterly flavorless otherwise so adds a bit more warmth to the hot cocoa without ruining the overall flavor.
