It's a reference of Japanese TV show that the staff will let the students stand on the roof and confess to every other student. Either something funny or confession to their love ones.

The animation is based off of a Japanese TV show where students would be invited to the school rooftop and scream out the things they have always wanted to say to everyone else or their parents, siblings…..etc etc
Like proposing to another student, complaining about their teacher, sharing stories that have bugged them (Like a kid shared there's like 7 Tanaka-s in his class and it's really bugging him lol)
It was a fun TV show, but I forgot the name of it.

I love how they look like a bunch of evil delinquents but they're just there to compliment their friend
